Which is the truer Cyborg: Terminator or Robocop?

Well the definition I found is - a human being whose body has been taken over in whole or in part by electromechanical devices; "a cyborg is a cybernetic organism" - so that would mean RoboCop is the cyborg since Terminator is flesh over a machine.
