Alternative electoral reform?

True Proportional Representation, would mean that every persons vote would count. So the party with the overall number of votes would gain power. I don't think that David Cameron has suggested this form of vote counting. But Alan Johnston, Health Secretary, has suggested this form of PR. The Lib Dems have been suggesting PR for years, because they would gain more MPs. But over England and Wales, the Lib Dems probably would not gain enough votes to gain power. Therefore, it would still be likely that a Labour, or Conservative Government would be in power, but possibly with only a small majority.
