Should the universe be an inflexible monarchy ruled by God, or by a more democratic system?

any democratic system that would be acceptable by all would co inside with the love of god, other wise you'll have bad, negative, wrong, and evil doings.why would anyone not want the love that god has to offer and want to be of a godly world?peace and love to all
